Overview

AMERICAN SYSTEMS is seeking a highly organized and proactive Program Manager’s Representative (PMR) to support the sustainment and modernization of Amphibious, Auxiliary, and Small Combatant Ships (PMS 321) in Norfolk, VA. 

Responsibilities

  • Perform as Program Manager's Representative (PMR) for Sustainment and Modernization of Amphibious, Auxiliary, and Small Combatant Ships (PMS 321).
  • Support resolution of emergent issues related to Ship Modernization during the CNO Availability Advance Planning and Execution Phases. Support PMS 321 in analysis of CNO Availability cost data, establishing appropriate metrics of Ship Change effectiveness, and provide recommendations for improvement.
  • Support PMS 321 Ship Managers by providing feedback on Ship Changes during Execution. Provide input on Man-Day and Material requirements to accomplish Ship Changes. Assist in the development of presentation material, point papers, issue papers, and other correspondence relating to the FMP process and execution of Ship Changes.
  • Participate in SEA21 and Fleet-sponsored efforts to identify and develop future Modernization initiatives designed to mitigate Readiness issues related to system obsolescence and maintenance related downtime.
  • Coordinate with ISEAS/PARMS to identify and document issues of possible concern to the Program Office as they relate to Ship Change development or installation.
  • Provide weekly reports to document current status of all programmed modernization efforts for assigned hulls, including assessment of progress and identification of issues or concerns.
  • Participate in the management of Integrated Class Maintenance Plans (ICMP). Provide feedback to RMC Maintenance Teams and SEA04 on the impact of deferring ICMP tasks.
  • Utilize Navy data base systems, to include Navy Data Environment (NDE) and Navy Maintenance Database (NMD) in support of PMS 321 modernization initiatives.
  • Manage the collection and dissemination of Lessons Learned, in conjunction with other waterfront activities, to improve cost efficiency of Ship Modernization and Maintenance. Provide feedback to cognizant activities so as to cause corrections to design and work specifications. Represent PMS 321 at post-Availability Lessons Learned/Hot Wash meetings.
  • Provide support to the Regional Maintenance Centers in the validation of Ship Change maturity for modernization efforts sponsored by NAVSEA, and executed by Alteration Installation Teams during Ship Maintenance Availabilities.
  • Ensures all activities are carried out in accordance with project commitments or specific objectives.
  • Responsible for day-to-day coordination and administration of tasks by ensuring quality and productivity standards are maintained while meeting client schedules.
  • Coordinates with other contract and subcontract personnel to ensure work moves smoothly from one functional area to another.
  • Ensures all administrative tools are effectively used to control and accomplish tasks and provide operations security protection for all sensitive/critical information.
  • Responsible for status and task management reports for area of responsibility.

Qualifications

  • An active SECRET clearance.
  • High School Diploma
  • Minimum 10 years of shipboard maintenance experience aboard Navy Amphibious/Auxiliary/Small Combatant Ships, or equivalent commercial/civil service experience in ship repair and project management.
