Overview

AMERICAN SYSTEMS is an employee-owned federal government contractor supporting national priority programs through our strategic solutions in the areas of Information Technology, Test & Evaluation, Program Mission Support, Engineering & Analysis, and Training.

Responsibilities

  • Provide analytic support to identify opportunities to employ USG protection measures such as export control and to counter undesirable foreign direct investment practices.
  • Support the development of new model and analytical assessment capabilities and generate new tools to evaluate new policy options that involve S&T promotion and protection practices with USG partners.
  • Provide analytic support to identify opportunities to leverage commercial and US Government (USG) funding and capital mechanisms such as venture capital, Defense Production Act, innovation funding, and guaranteed buys to transition early-stage National Security Innovation Base (NSIB) technology to mature force capability.
  • Provide analytic support to identify opportunities to leverage US Government (USG) authorities to promote technology competitiveness and mature force capability.
  • Provide analytic capability to identify opportunities to influence intellectual capital development in academia, laboratories, and small startups that are components of the NSIB.
  • Engage with academia, industry, international allies and partners, and the broader research and development community to ensure alignment with DoD and USG S&T priorities.
  • Develop written analysis, presentations and other products for technology demonstrations, evaluations, and transitions.
  • Provide in-depth scientific and technical all-source analysis of critical and emerging technologies and support efforts to assess, map, and measure domestic and international development of critical and emerging technologies.
  • Support development and implementation of strategic inter-DoD and inter- USG department & agency plans supporting the protection of DoD investments in technology development, including biotechnology and other critical and emerging technologies.
  • Maintain up-to-date understanding of the evolving domestic and international critical and emerging technology landscape.
  • Support domestic competition and advantage in critical and emerging technologies.

 

Qualifications

  • PhD degree in Biology, Biomedical Engineering, or related STEM fields preferred.
  • 10 years of relevant experience.
  • Top Secret Clearance (SCI Eligible).
  • Experience in providing expert advice, advocacy, guidance, reporting, documentation, outreach, and engagement (nationally and internationally) with external organizations and interagency USG partners.
  • Experience in providing analytic scientific and technical support to USG S&T protection and promotion efforts.
  • Experience conducting all-source analysis in scientific and technical emerging technology areas.
  • Experience in communicating scientific information to and working closely with USG stakeholders to contribute to strategic planning for emerging technology protection and promotion.
  • Experience with Department of Defense RDT&E mission and processes.
  • Experience in DoD systems development and evaluation, acquisition policy and process.

Pay Transparency Statement

AMERICAN SYSTEMS is committed to pay transparency for our applicants and employee-owners. The salary range for this position is USD $108,100.00/Yr. - USD $180,600.00/Yr. Actual compensation will be determined based on several factors permitted by law.
